Allow sending GRDs for parts of an assignment #455

Currently, we only allow sending GRDs for an entire assignment.  As a result, 
15 this semester made all of their DQs separate assignments (which defeats the 
purpose of having supporting gradable events and parts).  Thus, this clearly 
needs to be more flexible.  We probably want to send a GRD for everything up to 
the selected gradable event or part (or the whole thing if the assignment is 
selected), but here's some work to figure out exactly how this should work / 
what should be allowed without making the UI confusing or too heavyweight.
