Centralize setting to single releaseEarlyWith key
Use pattern matching instead of binary Sonatype/Bintray if-else for future extensibility
Introduce explicit extension points for mavenCentralSync and license checks
Fix bug where Bintray credentials are checked when publishing with Sonatype

Version 2.1.1+10-c6ef3f60 is out, it includes this PR and soem more changes to update deps and sbt versions, please let me know if it works well for you
