refactor to better limit ingress #2

ignore modprobe errors - not all systems have modprobe yet ifb is still supported
split ingress and egress rulers to different modules
use tbf for ingress limitation
e2e test using docker container
added editorconfig
fixed README examples
update build folder

might worth bumping a major version as the underlying limit mechanism had changed.

@mrbar42 Ok, I'll review it this weekend. Love the e2e tests using docker btw.
