Add hibernate-validator-parent-9.0.0.Beta2 #189

This one adds Hibernate Validator 9.0 as such that has a reproducible build. Since the build relies on the Jakarta EE staging repository, I've added it to the Maven settings. The comment to the build command explains why more fully.
