Moves hexview into an HTML webview instead of text

Should we hold off on merging anything until the IP clearance process goes through? We don't want to have to do this again, and the process should hopefully not take much longer.

@stevedlawrence We do not plan on merging these branches, we are just having them here as drafts to kind of keep a record on what is currently being worked on or is ready for review. Once the IP clearance process goes through these PRs will be Closed and moved to the apache repo.
