Modify new measurement error code priors #5

The recent addition to allow for covariate measurement errors currently uses default improper flat priors for variances. This may result in improper posteriors, and needs to be modified, for example so that default weak inverse gamma prior.

The functionality to handle measurement error has been temporarily removed, until proper priors can be coded in to handle this issue.

This has been fixed and incorporated into v1.4.0.
