[Backend - API] Collection & CollectionItem - idx not updated when deleted #2

After 'Collection' or 'CollectionItem' is deleted, the idx for everything higher than the deleted idx is not being updated, thus leaving gaps in the ordering

Fixed. Reopen if bug if found again
