I've checked the copyright assignments of the contributors. The following people are on file by FSF
For the other people, I've taken the number of lines they have committed in GitHub
As conclusion, we need to check the copyright status of

In order to include alert.el into GNU ELPA or core Emacs, we require copyright assignment papers from all contributors who wish their changes to be included. Some of these names likely already have assignments on file, but I will list all of the authors here:
