Refactor and update package #3

This is the first step in an attempt to get the package back on CRAN.

Thanks, let me merge this already. Main reason why RMETAR was removed from CRAN was if I recall correctly some pragma statements in mdsplib. Another thing you will note if you have a lot of METAR files (say 60000) there is somewhere a memory leak :)

@andrie I can send forward you the mail conversation with CRAN in 2013 if you like showing what I had to address but didn't do. If you can provide me your mail. Mine is in the DESCRIPTION file.
