If you drag&drop an outline item, it always puts as the last child of the element it was dropped into. This is not very helpful if you want to move such item in the middle (or at the begining) of a long list of items.
Current (not necessarily satisfactory) solutions are:
Use external editor (Edit → Outline → External editor)
Reorder all children, e.g. if your outline looks like this:
(bookmarks)
A
B
C
X
and you want to move X to the top, drag&drop A, B and C (in that order) onto (bookmarks).
