Arbitrator doesn't report an error when it has incomplete information #120

Steps to Reproduce:

  1. Enter an incomplete schedule into Arbitrator, such as: 
    5756        MinneapHO   Referee     1/26/2017 Thu
5:00 PM     Hockey Boys, JV     Hopkins Pavilion
  2. Select a calendar.
  3. Click 'Submit'.

Expected Results:
