Arbitrator doesn't seem to be using location search suggestions any longer

Steps to Reproduce:

1. Add a game with a new location.
2. Navigate to the locations preferences page.
3. Find the newly added location.
4. Start typing in the location address field.

Expected Results:

• ✅ As you type, location possibilities (populated from Google Maps) should appear in a drop-down.

Actual Results:

• :x: No suggestions appear.
