Support operating on all repositories belonging to a given user #2

If the user gives a repository specifier of the form OWNER/*, then apply should operate on all non-archived, non-fork repositories belonging to that owner.

This was a dangerous idea to begin with, and now that apply has a --repo-file option, it's unnecessary.
