Add more options to `pyrepo release` #29

Options to add:

whether to sign the tag
whether to create a GitHub release
whether to upload release assets to GitHub
whether to start a shell to examine the assets after building but before uploading
whether to upload to PyPI

These options should also be configurable via the user config file and per-project configuration (#26).
