Add option allowing users to specify when a dataset was created #73

Knowing when a dataset was created can help us find comapatible versions of the language and packages necessary.

For R:

Find a version of R that might closer match the original
Use MRAN to potentially locate all necessary packages without having to search

Double-check how to achieve this with other languages.
