Validation pass but Processing at Partner Content Fails (agency_id+fare)

What steps will reproduce the problem?
1. add agency_id to fare_rules
2. omit agency _id from fare_attributes
(likely vice versa, but I have not yet tested)
3. Feed is fully valid using feedvalidator_googletransit 1.1.12
4. Partner dash fails the feed
Fare Attribute Without Agency Id

A fare attribute was found in the fare_attributes.txt file without an agency_id 
value. In a feed with multiple agencies defined in the agency.txt file, each 
fare attribute must specify an agency_id value to indicate which agency the 
fare applies to.

What is the expected output? What do you see instead?
I expect feedvalidator_googletransit to identify the error that agency_id is 
needed in both txt files: fare_rules and fare_attributes, if specified in either

What version of the product are you using? On what operating system?
transitfeed-windows-binary-1.2.12.zip
windows 7
