Pull requests don't use cache #48

According to the docs, the caches should default to the target branch, but they're not. This is slowing down builds considerably and also DOSing the school site, which we don't want to do.

Nope, I'm silly. This was only the first time, because master didn't have a cache yet. It's working now.
