We need some way to settle arguments. What better way to do that than ROCK PAPER SCISSORS!!!

when tackling this one, be sure to keep track of the two players that are playing, and who is sending which messages. For fairness, perhaps the players should DM the bot with their move? Look at the discord API documentation for help with this.
