Festival dates are -1 days for few cases #145

While generating annual calendar, I found out that few festivals are -1 day than actual date.

Eg: Location: Kanpur, UP Diwali 2024: Correct -> 1 Nov, Result -> 31 Oct Holi 2026: Correct -> 4 Mar, Result -> 3 Mar

I am unsure whether this is happening due to missing logic or specific to region.

Logic may be incorrect - what is the rule you would like to propose? I can cross-check it with current logic.
