Use "cabal repl" instead of "cabal v1-repl" for bare-cabal #157

It seems to me that cabal repl is the right thing to do in the bare-cabal case. cabal repl does the "default" thing for whatever version of cabal-install the user has made available. Personally I don't (typically) use cabal.project.local but I do use projectname.cabal and I really would like to use v2-style repl, not v1-style.
