Changed deprecated Data.Map foldWithKey to foldrWithKey, included MonadFail implementation to GLPK monad

@jyp is there something except for the merge conflict that prevents you from merging this PR?

I am going to rebase my fork against the master and fix the issues I mentioned in the previous comment.
