Programming bottleneck as in how to get more folks involved in programming http://publiclaboratory.org? Personally all my free time has been sucked up by a grant I got with the Farm Hack community building a greenhouse monitoring system and a way to document it (FarmHack.net). But other than me, I've mentioned this to Jeff, I've been thinking about taking over the "Science Applications" group at http://groups.drupal.org/science-applications and running a informational campaign to increase awareness of folks using Drupal to help conduct open science. Perhaps a few blog posts and reposting the hell out of them all over the Drupal community. Maybe even some presentations at Drupal Camps/Summits/Cons.
