Drop-down navigation menus appear behind maps #148

for example hover over Places or Tools while looking at a map page in our archive, for instance http://publiclaboratory.org/map/gowanus-canal-brooklyn-new-york/2011-03-27

specifically, the drop down menu appears in front of the google base map, but behind our custom tile overlay: http://publiclaboratory.org/map/foothills-community-park-boulder-colorado/2011-09-10-NRG

Occasionally the drop down is behind both our custom overlay and the Google Map itself.
