add Tools/Places list pages #123

I'm waiting for more input on this, it's come up on the alpha list. I suggested making a map of places... not sure how we want to display tools either. Suggestions? Want to bring it up on the list?

We'll be adding a map to the places page; to make progress on this, we have to allow periods in tag names, so we can use tags like "lon:142.5235" and "lat:78.55"
