multilingual features in posting form, multilingual interface #200

We now have lang:es and iso:es tags to denote multilingual posts; we could use some i18n on the site interface as well as a flag-based dropdown for tagging posts with a language powertag

what about translating out menu bars and main pages into certain important languages, like spanish and chinese ?
