Update babel to 7.x - Githubissues

Update babel core, presets and loader to 7.x equivalents
Replace es2015, stage-0 and stage-2 presets with @babel/preset-env
Remove babel-plugin-transform-runtime and webpack-cli, not in use
Add @babel/plugin-proposal-class-properties @babel/preset-flow for React
Add @babel/register for tests
Add core-js and regenerator-runtime as webpack polyfills
Change webpack and babel config to pick up changes
Tweak DebugView to ES6 syntax to facilitate builds

This PR is a backport of opendocsg/pdf-to-markdown#6

Hey @LoneRifle thanks for the contribution! I've been lazy with this project, but i hope in 2 weeks from now i find some time looking into this and the other stuff which came in!

Thanks for the original repo - we've found it useful to build upon and facilitate our work. Already we've released a CLI tool and lib on npm.
