Solar data pull and plotting #1

Adding the solar radiation data that was pulled from DEOS, PSM, and SNtemp, as well as the initial draft scripts to pull and plot that data. The scripts will need to be tweaked a bit to pull data from other stations, but should work as written for the one location.
