Finance on Test: /finance/ not appearing as editable #1055

e.g. https://www.kbplus.ac.uk/test/myInstitutions/JISC_Collections/finance Should be 'editable' by users who have 'editor' membership of the relevant institution - currently it looks like the 'editable' check isn't working or is not using correct roles?

Still not seeing this as editable following the latest deploy to test (2015-10-28)

Sorry - ignore this - doesn't look like test has the latest code yet
