Align triple store URIs with public pages #504

The triple store aggregation pre-dates the new /packages endpoint, and when we designed the triple store feed, I think the idea was that we would put public pages up at /data - we ended up with /packages because it looks much nicer, and seems to follow the idioms of the day.
