All organizations are duplicated in Test #561

It looks like the orgs from the previous deployment did not get overwritten. They stayed the same and then an additional set up 2500+ was added.

The total number of orgs is now very close to Live. 2690 in Test vs 2553 in Live.

However, there is a different problem going on with combining org names. I'll create a new issue for that.
