SPARQL endpoint for Test is not working #595

A user contacted me this morning to let me know that there is an issue with the SPARQL endpoint not loading.

Going to close this - devs wanting to do work on the semantic scripts should probably have a local virtuoso. It's not a great idea to have a public test virt server as we don't want URIs for the test system escaping into the wild - there should really only be one authoritative URI source I think?
