BlueJ config flag for disabling project's path #2332

Following a question on the support email (received on 15/03/2024):

In BlueJ, there is a configuration field that save the (last) path of opened projects to show in the "new project" window. However, in some school deployment schemes, it might be problematic to allow users to change the path and create projects to an undesired location (for example, locally on shared machine that gets "wiped" after log out).

We could therefore add a configuration flag to disallow the change of path so that the projects can only be saved at a specific default location, set up in the config file.

As discussed, we will not explicitly change BlueJ behaviour but instead emphasis that a default project location can be set up in BlueJ settings -- see https://bluej.org/faq.html#default_project_path
