[Critical] Buffs do not Function #23

Why is this a bug? currently if buffs are defined in the file and monsters collide with the player is suppose to give the player the defined buff for the defined time and with the chance for giving

So Buff :Time: rate/chance

buff:tipsy:60:1

Example files

name:test F basetype:3 life:100 value:5 onfire:true

Currently this is not functional.
