Disable reactions buttons in locked conversation

  For now I don't see highlight of reactions, which I set. And I can increase count of any reaction as many times as I like.

However the second part (multiple times) is a known issue. After leaving the issue it will only go once or if it's locked it will not go through.

I didn't understand, sorry. I still can open a locked issue and increase any reaction counter many times.
