Assignee cannot be given in edit mode

Android Version: 8.0.0 (SDK: 26)
Device Information:

I am a maintainer of a repository When i open a new issue, upload it, and click pencil icon > edit , there is a field called assignees.

When i assign a maintainer/contributor there, it doesn't make changes however when clicking pencil icon > assignees , it works correctly there

I think assignee only works in creation mode.
