Bump to dpdk version 23.03 and MUSL compatibility #10

DPDK 23.03
Compatible with OpenWRT 21.02, 22.03
Compatibility with MUSL and GLIBC
remove required dependency to numactl (numalib), now only optional
kmod-vfio is compatible with drivers in latest OpenWRT master branch
