[BUG] Cluster create fails while using rootless podman #1439

What did you do

Tried to create a cluster on RHEL 8 using rootless podman. Added the following workarounds:

It seems to me the real problem is the cgroup issue, but I don't see the command output complaining about k3d-k3s-default-server-0. I am aware that there are some issues (perhaps lack of support) with rootless + cgroups1 on the k3s side. Can someone confirm if this is the case or if the issue is something else?
