amd64 publish steps fail due to missing dependencies #248

The amd64 publish steps are running before the build is complete. See for example: https://drone-publish.k3s.io/k3s-io/kine/145/1/1

This was broken when we parallelized the tests in https://github.com/k3s-io/kine/commit/13bff3e98ca551ff240b7683f1eb8761121e5282. The publish steps need to ALSO depend on build.
