Separate production and development environments

Now, I'm developing on the server, which isn't desirable. This should be like the following.

Production

• Create a war package using tested code.
• Deploy it

Development

• Run on a different port
• Use sbt
• Share the database and repositories. (I could set up another environment, which would take some time, so leave it out for now.)

Done. My development environment runs on port 7080 and the production is on 8080.
