Local repository #8

Local repository would speed up "sbt update". Common libraries, such as Lift related libraries, MySQL driver, should be retrieved from the local repo.

Not necessary because jars are cached under ~/.ivy2/cache/ , which I found today...

I also put JGit 0.11.3 jar in ~/.ivy2/local/org.eclipse.jgit/org.eclipse.jgit/0.11.3/
