As reported as internal issue 2894577 by bdc,

For example, when the Array.newInstance dimensions parameter changed from int[] 
to int it should not be reported as an API change.

bjdodson recommends flagging this type of API change with a new error 
CHANGED_VARARGS, with default level HIDDEN.
