Hardware Configuration

Used by the Platform Interface - each target has its own hwconfig header. Largely intended for what DeviceTree does not cover in generated #define directives.

Includes the mcu-specific header files
Includes peripheral definitions
See platform/targets/spur-sbr/hwconfig.h.

Since we don't exactly know what all we need out of this file, for now we will keep it in backlog until we know for sure what needs to be done here
