[rutorrent] add chart #1604

Hey gang!

Once again, I love your work, and the library chart makes it so easy to deploy a simple but very extensible chart!

Here's a new chart for rutorrent - it uses "crazymax"'s image, since the linuxserver.io image is deprecated.

(The README was a copy/paste from autobrr, but I understand that it's regenerated automatically from values.yaml and Chart.yaml, so I didn't change anything - I hope this was the correct approach!)

We already have a rtorrent-flood helm chart, maybe name this chart rtorrent-rutorrent ?
