This reverts commit 2080137b98a3f9d5bdb640a0ae47314483cd52fb.
As there is no hardware vendor that officially supports VDPA over legacy SR-IOV devices, this code will not be used (other than possible POCs).
Until we have hardware support, it should not be a part of our mainline branch.
