An epic tracking activities to support Amazon EKS cloud readiness for k8ssandra.

@jsanda @bradfordcp this epic is scoped to AWS and the tasks I think will be needed to get us setup in the EKS environment. There's a little bit ramp up needed for AWS in general, but mostly the existing models should support what we need in EKS.

@bradfordcp @jsanda this epic has been updated w/ estimations for AWS, based on what I know so far and how we can integrate those TF components into the cloud-readiness project. I can allocate some cycles (~25%) to moving this forward as you see fit.
