Implement new fee - ink change fee #111

@spacecowboy88 , @benjanders any defaults or suggestions(placeholder amount) we should put in the input for this new fee type ?

for example, do you wan this fee to be the same every time its incurred ? If so, instead of this being a $ input, we'd make it a # of times changes & then multiply that by the static fee amount ....

Zach says no upper limit or consistent amount - they usually charge $20 or $25 , so just placeholder of $25 - no other rules
