Change All Jobs Search to a Filter #123

The job lists on this page would be populated as a filtered list beneath the search bar once a user hits "enter", rather than (or in addition to) an in-search-bar suggested-search feature.

Change search bar UI to a filter icon.

Assuming the search on the dashboard/my jobs page stay a search (that matches any job in the system) rather than convert to a filter as well ( filters what's in view only)
