Windows Phone 8.1 support + Static Data API updates

Updated documentation to clarify locale, version, and region.
Updated documentation to clarify that not all data is returned by default and to clarify which data is returned by default.
Endpoint /api/lol/static-data/{region}/v1.2/versions added that returns full list of current valid version values.
Added ranksWith field to SpellVarsDto.
Added recMath field to BlockDto.
Added altimages field to ChampionSpellDto and to list of tags for champData.
