Moving the arrow next to the close icon would be a better use of space and more consistent. The arrow can point down when the notification is minimised in order to maximise, and point up when the notification is maximised and needs to be minimised.

Regarding the position of the arrow, I mainly based my position based on other OS or mockups of gnome. However, this is something more related to user preference - maybe I can work on a solution to customise this in the settings. Thanks for the recommendation!
