Team's Response

There is no restriction on phone number being unique. This is expected and correct behavior.

The statement: "which isn't really possible despite having different names" is disputable and incorrect.

Reason being there is no restriction of the phone number being unique, or assumption that the number is their personal mobile phone. This is not specified in our UG, for good reason. There are many scenarios where phone numbers can be duplicates:

• Elderly stay in the same household, do not own personal mobile phones, but share a common house phone number.
• Elderly (husband and wife) do not own a personal phone, and the associated phone number belongs to their shared legal guardian (son, daughter etc.)
• Multiple elderly stay at an old folks home and do not have personal phone plans, and associated phone number is the old folks home's number.
• etc. etc.

Restricting the phone number to be unique would be unnecessarily constrictive and harm the usability of the application. Hence, phone numbers not being unique is expected and correct behavior.
